New computer woes

I have the new computer. It is causing me great gobs of annoyance.

The stupid POS has a battery manager and it advises you to keep the battery only partially charged, like 60%, to allow for longer battery life for people who use the computer plugged in most of the time.

But at the same time, my battery only ever changes to 95%. I have it on the setting that says "Best for mobility, Charge the battery to 100% all the time".

But my machine is only ever goes to 95%.

Dh says this is by design.

I say this is fucking bug or a hardware deficiency.

I am SO not happy. This is freaking stressing me out.
