I don't understand this.
I tend not to buy books. I borrow them from the library. The thing is... preventing me from borrowing from the library is not going to push me to buy the book, it's just going to piss me off. It probably won't entice me to borrow a paper copy either (*), at this point digital just works so much better, especially for fiction.
(* ) Full disclosure, that is due in part to the fact that I do not have access to my library account online. The library sold out to bibliocommons, a provider I do not trust, so I actually have to go in or email to get a hold placed.
KCLS is the busiest library system in the US. Hopefully they have a teeny bit of clout...
