Well, not easy peasy, but...
Best way to clean up police forces?
Make sure that the lawsuit $ is paid by the police retirement pension fund, or the police union, or whatever.
It should not be the taxpayers who pay for restitution for one of their own, when the perp is a cop.
A big enough hit on their pension fund will, shall we say, incentivize them to clean up their ranks, I suspect.
